If you send a guy a picture of you and he said " very beautiful" does he means you or the background?

If for example is in a special place, monunent or something like that, I just came from a trip to DC and this guy told me that. What he means? I don't consider myslef even pretty so I don't know perhaps he's just talking about the Washington monument......
